Qualifications:
- Minimum of an Associate’s Degree in Accounting or related field of study (Bachelor’s preferred). Accounting experience is required.
- Three to five years of progressive experience in Pennsylvania public school business and administrative functions preferred.
- Knowledge of Fund Accounting, Single Audit Procedures, and Annual Financial Reporting.
- Advanced Microsoft Excel and Word skills.
- Experience using CSIU Financial Information System (FIS) fund accounting software is preferred.
- Knowledge of budgeting, financial reporting, bidding/procurement, food service, and transportation operations desired.

Responsibilities:
- Assist the Business Manager in overseeing the business office operation and assume the general accounting functions of the Schuylkill Intermediate Unit and Schuylkill Technology Center according to the Pennsylvania Public School Accounting Code and Generally Accepted Accounting Principles (GAAP).
- Create budgets and continuously project and monitor the Lifelong Learning Center expenditures and revenues in relation to Federal and State grant fundings and alert the Business Manager of any potential financial shortfall, well in advance of a shortfall actually occurring, so that appropriate measures may be implemented, complete all monthly, quarterly and year end reporting in accordance with grant requirements.
- Develop, maintain, and supervise Schuylkill Intermediate Unit and Schuylkill Technology Center financial records. Interpret and implement accounting procedures to ensure the proper management of the Schuylkill Intermediate Unit and Schuylkill Technology Center budgets so that they are in conformance with the Pennsylvania School Code, Pennsylvania School Accounting System, Pennsylvania Department of Education guidelines, Intermediate Unit Board Policy, and regulations and guidelines of other funding agencies.
- Assist the Business Manager in short range and long range financial planning of the Schuylkill Intermediate Unit and Schuylkill Technology Center programs. Advise program directors and others who assist in the budget building process of their roles in short range and long range financial planning.
- Complete quarterly and year-end sales tax payments to Pennsylvania Department of Revenue.
- Verify accuracy of invoices as related to the ESS substitute teachers.
- Maintain open lines of communication with various state agency personnel (i.e., Pennsylvania Department of Education, Comptroller’s Office, Department of the Auditor General, etc.)
- Oversee Schuylkill Intermediate Unit and Schuylkill Technology Center transportation subsidy program, complete quarterly and yearly reports to be submitted to Pennsylvania Department of Education.
- Prepare for, participate in, and respond to all matters with local, state, and federal auditors before, during, and after audits relating to the Schuylkill Intermediate Unit and Schuylkill Technology Center programs.
- Prepare audit workpapers, financial statements in accordance with GASB 34 and GASB 45, fixed asset schedules, and Management’s Discussion and Analysis for Schuylkill Intermediate Unit, Schuylkill Technology Center, and Schuylkill County School Employees Health & Welfare Trust.
- Assist the Business Manager in overseeing daily operation of Schuylkill Intermediate Unit and Schuylkill Technology Center program business affairs.
- Oversee Schuylkill Intermediate Unit and Schuylkill Technology Center program payroll functions. Reviewing quarterly reports and end-of-year reports. Oversee procedures for the payment of payroll deductions and reconciles payroll liabilities/expenses.
- Oversee Schuylkill Intermediate Unit and Schuylkill Technology Center food service program fund accounting functions. Review and reconcile general ledger, revenue, expenditure reports and all bills for payment prior to data entry process to insure proper fund accounts are being used.
- Oversee and perform the proper recording of transactions in the financial information system (FIS).
- Assure that records are consistent with local, state, and federal auditing requirements.
- Assure accurate and timely submission of all quarterly and final grant expenditure reports.
- Assist Business Manager with the timely submission of Schuylkill Intermediate Unit and Schuylkill Technology Center annual financial reports (AFR) as required by GASB 34.

- The Staff Accountant shall be evaluated by the Business Manager per the Board's Policy on Evaluation of Compensation Plan Employees.

- Length of employment shall be a twelve (12) month period.
